Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Armenia Resident Mission (ARRM) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. ARRM’s responsibilities include country reporting, country strategy and program formulation, coordination of ADB's activities with the government, donors, NGOs, academic institutions, private sector, and other members of civil society, financial and administrative activities, project administration support, economic and sector work, and programming support, and external relations and information dissemination.

Job Purpose

The Associate Project Officer performs a full range of project operations assignments in various sectors including transport. The incumbent is expected to manage administration of assigned projects and participate in project processing to support operations and sector work of ARRM and CWRD various sectors; compile and analyze information and development trends in the sector in Armenia; support effective dissemination of CWTC knowledge products; and coordinate technical assistance processes and staff consultancies engagements. The incumbent will report to designated International Staff and senior National Staff.

Responsibilities

  1. Strategy and Planning
  • Participates in policy dialogue toward policy and institutional reforms in the sector, including transport sector network development, and asset management/ maintenance and sustainability to support Armenian portfolio.
  • Participates in country programming activities by identifying opportunities for operational strategies to be reflected in country programming documents.

  1. Project & Technical Assistance (TA) Preparation and Administration
  • Assumes the lead role in the processing, appraisal and administration of specific loans and TAs, actively take initiative and responsibility to engage with ARRM, CWTC, other relevant ADB Headquarters (HQ) units and ADB field offices, government agencies, development partners, private sector partners, and other stakeholders to facilitate formulation, processing, administration and monitoring of ADB-financed loan and TA projects.
  • Identifies issues and take actions to address them through interactions with executing agencies (EAs), contractors, consultants, and project beneficiaries; prepare measures to address the issues and implement the measures.
  • Prepares internal procurement papers, review of procurement documents including draft technical designs and cost estimates, and papers for extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements, and other project administration tasks.

  1. Sector Work
  • Contributes to sector work in the field by assisting in conducting research, updating sector information, analyzing financial, institutional or economics uses, and preparing reports on the subjects including those for transport sector.
  • Where required, act as the focal point for the assigned sector(s) and maintain close relationships with the relevant Government agencies and HQ staff.

  1. Knowledge Sharing
  • Participates in and contributes to internal and external training and conferences on the various sectors including transport sector and other activities for advocacy, dissemination and knowledge building.

  1. Private Sector
  • Supports policy dialogue on creating a friendly environment for private sector investments and PPPs in transport sector.
  • Supports developing business development opportunities for PSOD and PPP projects in transport sector.

  1. Other Operational Support
  • Organizes and conducts training workshops for EAs in areas relating to procurement and project administration/management.
  • Performs other duties that may be assigned as reflected in the incumbent’s work plan.

Relevant Experience & Requirements

  • Bachelor’s degree in Engineering, Economics or other relevant fields; preferably with advanced training.
  • At least 6 years of relevant professional experience in contract management, construction management, project management, and project implementation.
  • Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is an advantage.
  • Knowledge of government administrative systems and procedures.
  • Familiarity with accepted best practices of project management, contract management, procurement and disbursement processes.
  • Excellent report-writing and communication skills in English.
  • Able to mentor junior Administrative Staff (AS) to facilitate work planning, delivery and quality review.
  • Able to liaise and work effectively with government officials within own work location.
  • Able to work collaboratively with teams as a constructive team member.

General Considerations

The selected candidate is appointed for an initial term of 3 years.

ADB offers competitive remuneration and a comprehensive benefits package. Actual appointment salary will be based on ADB’s standards and computation, taking into account the selected individual’s qualifications and experience.
