We are currently seeking a team of Data Mapping Specialist to play a key role in preparing data for open data initiatives within government departments. If you have a passion for data analysis, an understanding of data interoperability, and a commitment to improving government services through technology, we encourage you to apply.
*Please note that this is a temporary position and is expected to last 6-8 months.
Responsibilities
- Implement data mapping and support.
- Pay visits to various government departments to facilitate the completion of Excel templates for data mapping.
- Provide training and support to staff on data entry and mapping processes.
- Provide remote assistance and training.
- Offer remote support via phone or Zoom to assist in Excel template completion and address any issues or queries related to data entry.
- Perform data cleansing for open data.
- Conduct thorough data cleaning to ensure the accuracy, consistency, and reliability of data before it is made publicly available: this includes error checking, standardization, and validation.
- Ensure that data preparation adheres to open data standards and best practices, making the data accessible, reusable, and understandable to the public.
- Implement documentation and continuous improvement;
- Maintain detailed documentation of processes and issues encountered.
- Provide regular reports on progress and challenges, and suggest improvements for data preparation and open data processes.
Requirements
- Bachelor's degree in Computer Science, Information Systems, Data Science, or a related field.
- Possess strong data management skills.
- Understanding of data modelling, data integration, and data transformation concepts.
- Familiarity with data exchange standards and protocols (e.g., VBA, SOAP).
- Excellent problem-solving skills and attention to detail.
- Strong communication and interpersonal skills, with the ability to work collaboratively in a team environment.
- Excellent communication abilities, and a commitment to transparency and public service.
- Excellent knowledge of Armenian

Therefore, the main challenge for governments globally is capitalising on the opportunities created by this vast amount of data, for example in personalised finance or medicine, without jeopardising personal or national security.
The Government of Armenia is firmly committed to embracing the digital agenda by creating the necessary institutional architecture to catalyse building a secure and thriving digital society and economy. Doing so requires the private, especially financial, sector to play a leading role in this process, and the current over-emphasis on e-government alone needs to change. Therefore, our mission is to build the necessary infrastructure and enablers for this digital society and economy, intended for shared use both by the private sector and the Government, with the explicit goal of improving the day-to-day life of Armenian people and businesses.
It is the Government’s perspective that taking on this digitalization endeavour is not a luxury, but a necessity. Recent diagnostics by various international institutions and independent experts have found that further ad-hoc digitalization in Armenia, if taking place without the mentioned enablers and institutional architecture (e.g. digital identity, cybersecurity, data interoperability and governing standards), represents a serious threat to national security.

The Information Systems Agency of Armenia is supporting the creation of the Armenian e-society. In partnership with the Government and the Central Bank of Armenia, our mission is to implement key standards for how public services and digital projects should be delivered.
