The Information Systems Agency of Armenia (ISAA) is expanding its team and we are seeking a dedicated professional for The Head of Cloud Transformation Team, who will be responsible for leading the strategic and operational aspects of the cloud transformation initiative at ISAA. This role involves managing the creation of a cloud business case, supporting various ministries in their journey to cloud adoption, and establishing a comprehensive cloud marketplace. The ideal candidate will have a strong background in cloud computing, project management, and stakeholder engagement.

Responsibilities

  • Assess the current technology landscape of government portfolio entities
  • Capture five years of steady-state requirements
  • Suggest cloud operating model options
  • Conduct feasibility studies covering financial and non-financial aspects
  • Prepare an implementation action plan and roadmap for a Cloud Center of Excellence
  • Develop security policies
  • Conduct knowledge-sharing sessions and executive briefings on key requirements and policy goals
  • Manage the tender process for the cloud business case through partnerships with relevant specialist companies
  • Align with stakeholders on goals and outcomes of the cloud marketplace
  • Define an optimized structure of metrics and KPIs for successful cloud adoption
  • Hire members to deliver a comprehensive package of pre-qualification terms and policies for cloud vendors
  • Develop migration validation criteria for targeted application workloads
  • Define guiding principles for applications’ future state.
  • Identify the top two Cloud Service Providers (CSPs) that meet the targeted TCO analysis requirements
  • Hire team members to establish a procurement framework for qualified vendors
  • Work closely with state bodies to ensure relevant legislative amendments.
  • Hire team members to establish an online marketplace for qualified cloud services, including service definitions and comparisons
  • Advocate for the cloud marketplace
  • Work closely with state bodies to ensure awareness and adoption.

Requirements

  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field. A Master's degree is preferred
  • Minimum of 10 years of experience in IT, with at least 5 years in cloud computing and transformation projects
  • Proven experience in managing large-scale cloud transformation projects
  • Strong experience in stakeholder management and vendor relations
  • Excellent project management and organizational skills
  • Strong analytical and problem-solving abilities
  • Effective communication and presentation skills
  • Ability to lead and motivate a team
  • Familiarity with government procurement processes and legislation.

About the Employer:

The Information Systems Agency of Armenia (ISAA is responsible for ensuring the technological foundations and development of the digital society in RA. This new institutional setup has been launched to ensure Armenia’s digitization conforms to a unified national architecture, with the Agency providing the technical resources, organizational capabilities, legal/regulatory framework, and platform for collaboration needed for different state departments, as well as the private sector, to effectively implement this vision.

To execute the society-level transformation, the Government and the Central Bank of Armenia have agreed that, under the leadership of the Government, the Central Bank will serve as the implementing agency and co-finance the endeavor for the next 2-3 years (with the overall reform taking up to 5 years), working in close collaboration with the Ministry of High-Tech Industry.

The Government leadership role will be provided by the new Information Systems Management Board, which has been established by the Prime Minister Decree chaired by the Deputy Prime Minister, who also serves as the Chief Information Officer (“CIO”) of Armenia. The CIO is responsible for developing the digitalization policy, launching development initiatives (locally and with international cooperation), managing the digital services portfolio and strategy, managing the public service delivery policy and reforms, ensuring a common approach among all stakeholders, and coordinating the processes of international funding and cooperation.

The Central Bank provides the secretary function to the Board and, as an interim solution, the ISSA has been established under the auspices of the Central Bank. The Agency will also house the Civilian Cybersecurity Operating Center and Cybersecurity Emergency Response Team, and will over time develop into a full-fledged regulatory and supervisory body of the digital infrastructure.
